The Office of the Secretary of Defense | Cost Assessment and Program Evaluation provides the Department of Defense with timely, insightful and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of each taxpayer dollar.
CAPE has an initiative to migrate their systems to the Cloud. We developed all artifacts required for an Authorization to Operate within Amazon Web Services Govcloud and DISA’s MilCloud 2. We also developed the architecture to align with the DoD Cloud security requirements as well as implementing the DevSecOps initiative to take advantage of agility of cloud capabilities.
Illuminys conducted the system discovery, portfolio rationalization, long term cost estimates and migration planning of the multiple CAPE systems to a FedRAMP approved Cloud Service Provider. He updated internal processes to align with ITIL and DevSecOps in preparation for the migration to a FedRAMP approved cloud service provider and prepared the request package for connecting to the DISA Cloud Access Point. Illuminys developed the migration activities including an assessment of the yearly financial costs, future capabilities roadmaps, migration schedule, risk mitigation strategies, and new system architecture.
Illuminys conducted a full review, analysis, and developed all updates of the existing security package to adhere to the NIST 800‐ 53 Risk Management Framework (RMF) for the unclassified and classified systems of the current hosting environment and updates for the future cloud hosting environment. Illuminys worked with the Cyber Security Service Provider to identify and integrate the requirements into the new accreditation package.

Mr. Callaghan conducted an extensive analysis of alternatives to determine the feasibility, costs, risks and opportunities for migrating the Cost Assessment Data Enterprise (CADE) to a FedRAMP approved cloud service provider. The analysis included an analysis of current system requirements, assessed technology advancements applicable to CADE, identified courses of action (COA), an analysis of the strengths and weaknesses of each COA including risk assessments of financial and technical expertise required for success.
